We need to be on the offensive on new European social issues, like precarious employment, flexicurity, restructuring, qualifications, life-long learning, etc.
Europe is not a fortress but a region affected by global developments – this needs to be understood as a challenge and commitment at the same time |
A strong national trade union position is the most important precondition to defend and achieve better European social standards
European social dialogue could to be a tool to set up minimum standards on some issues – more cooperation is needed also with national level
European developments and their impact on national agreements need to be taken into consideration (where suitable) on national level as well
European coordination of collective bargaining is crucial to support existing agreements and should be done in cooperation with other EIFs |
New working structure shows good results in terms of participation in committee meetings
Quality of the committee activities improved with the new structure
Information system is important for further improvement |
Sector developments are important for EMCEF activities and need to be understood as basis for horizontal activities across the four committees
Industrial policy development need to be followed in more sectors
More profile and activities are needed especially on energy |
Gender | |
Integration new member states in all activities
Different types and degrees of European coordination in the committees |
Coordination between committees is needed
Secretariat needs to provide information on committee activities
Work plans and targets for committees need to be defined further (long-term planning)
Human aspects in communication are important for our work |
Focus on one single EU industrial policy and its impact on social situation in our sectors – no longer focus on sector specific industrial policies
Not intended to coordinate all activities in sectors, as other activities have sectorial aspects as well
Will remain important, as the EU is looking more after conditions for industrial development in Europe
For all sectors coordinators need to be identified in the committee – network coordinated by the secretariat
More information and analyses on sectors should be made available for and by affiliates
Closer cooperation with affiliates doing own investigations on sectors is needed
Working plan for several years including cooperation with other EIFs
Tolerance and understanding is needed for the different interests of the specific sectors |
2 more SD on sector level have been agreed and recognised since 2004
Quality of SDs has improved
Workload for the secretariat has increased – more involvement and commitment of affiliates is needed
More SDs have to be initiated
Link for coordination of collective bargaining and EWCs |
Revision of the EWC directive remains on the agenda
SE Developments need to be followed-up
There is a need to continue improving EWC activities in the light of changes in employment
Negotiations on company level need to be discussed – intended framework for cross-border agreements
Several projects within the coming years will help to improve activities |
Information-system will be further improved
Social dialogue has so far no mandate for CB – future will tell
Debate on minimum standards as basis for coordination has to be considered
EWC agreements should not contradict CB on national level
Minimum wage as a part of minimum standards need to be discussed
Support is needed for CB on national level in countries where coverage is getting low
More and better coordination is necessary for the future
Common demands/targets have to be discussed and considered |
Motion for congress on future policy
Relation to social dialogues in sectors has to be taken into consideration |
Procedures have to be defined more in detail
New initiatives – improved communication & information is needed
Committees have a mandate to decide on activities and positioning |
Strategy-document beyond 2008
Concept of the secretariat
Special attention for CEE in all activities
Cooperation with other EIFs & ICEM
Thematic conference needs to be considered as well as General Assembly (Statutes EMCEF)
