The contents of the seminar

Mr. Hubertus Schmoldt, the president of IG BCE and EMCEF welcomed the participants to the  Wilhelm-Gefeller-Bildungszentrum, the training centre of his trade union. Mr. Reinhard Reibsch, General Secretary, detailed the objectives of the seminar:

Mr. Jean-Claude Le Douaron, ETUI-REHS, introduced a discussion about the perspectives of the European Social Model and its probable impact on EMCEF sectors. (Download his presentation from the Seminar documents section of this site).

EMCEF activities and priorities in the fields of industry policy, H&S and sustainable development were presented by Mr. Reinhard Reibsch and within the European Social Dialogue framework by Mr. Jean-François Renucci, Deputy General Secretary.

After and introduction by Mr. Peter Kerckhofs the participants debated about the EMCEF strategy and activities towards European Works Councils and workers' involvement in the SE.

The EMCEF activities and priorities around co-ordination of collective bargaining were also discussed after introductions by Mr. Reinhard Reibsch and Jean-François Renucci.

 

EMCEF activities and projects  in the field of European Works Councils were debated after an introduction by Mr. Peter Kerckhofs.

 

Some conclusions of the seminar

"On the offensive“

 Trade Unions need to remain on the offensive to improve social standards, like coverage of CB agreements

We need to be on the offensive on new European social issues, like precarious employment, flexicurity, restructuring,   qualifications, life-long learning, etc.

Europe is not a fortress but a region affected by global developments – this needs to be understood as a challenge and commitment at the same time

Tools and aims

A strong national trade union position is the most important precondition to defend and achieve better European social standards

bullet

European social dialogue could to be a tool to set up minimum standards on some issues – more cooperation is needed also with national level

bullet

European developments and their impact on national agreements need to be taken into consideration (where suitable) on national level as well

bullet

European coordination of collective bargaining is crucial to support existing agreements and should be done in cooperation with other EIFs

 

EMCEF changes 2004

 New working structure shows good results in terms of participation in committee meetings

 Quality of the committee activities improved with the new structure

 Information system is important for further improvement

Sector developments are important for EMCEF activities and need to be understood as basis for horizontal activities across the four committees

Will remain important, as the EU is looking more after conditions for industrial development in Europe

For all sectors coordinators need to be identified in the committee – network coordinated by the secretariat

More information and analyses on sectors should be made available for and by affiliates

Closer cooperation with affiliates doing own investigations on sectors is needed

Working plan for several years including cooperation with other EIFs

Tolerance and understanding is needed for the different interests of the specific sectors
